The Karbi Anglong Issue in the Context of the Quest for Identity versus State Integrity

ABSTRACT
This research paper provides an in-depth socio-political analysis of the protracted movement for autonomy within the Karbi Anglong region of Assam. At its conceptual core, the study examines the inherent tension between the "quest for existence" of the Karbi tribe’s struggle to safeguard its distinct linguistic, cultural, and territorial identity and the imperatives of maintaining India’s territorial sovereignty and national integrity.Adopting a qualitative methodological framework, this study interrogates the efficacy of the Sixth Schedule of the Indian Constitution. It evaluates whether such constitutional safeguards have successfully empowered indigenous communities or if they have inadvertently become sites of institutional friction and administrative stagnation. Furthermore, the paper critically assesses the 2021 Karbi Anglong Peace Accord as a potential paradigm shift in conflict resolution. By analyzing the transition from armed insurgency to democratic negotiation, the research explores whether this tripartite agreement offers a sustainable framework for peace or merely a temporary cessation of hostilities. Ultimately, the paper situates the Karbi movement within the broader discourse of sub-nationalism and asymmetric federalism in India. It seeks to delineate a balanced governance model that reconciles the aspirations of ethnic self-determination with the constitutional mandate of a secular, unified democratic state. The findings contribute to the ongoing debate on how regional indigenous movements reshape the Indian political realm.
